The US Military remains mostly unchanged since minor cuts were ordered after the 1993 Bottom-Up Review. Trillions of dollars in spending have brought some minor evolutionary changes, but nothing revolutionary. The Bush Administration skipped two official opportunities for enacting change with the Quadrennial Defense Review.
